Can you ride a scooter with your Dutch car theory?
TheoriePlek editorial team Published on · Facts checked on
No, with only your Dutch car theory you can’t ride a scooter. For that you need licence AM. If you already have a B licence, AM comes with it automatically and you can ride a scooter.
Do you have a B licence?
Then you can ride a scooter, without an extra exam.
CBR fact, checked on 30 October 2026. If you have a valid Dutch car licence (B) or motorcycle licence (A, A1 or A2), the moped licence (AM) is added to your licence automatically. You don’t need to take a separate moped exam. Source: rijksoverheid.nl and cbr.nl (Dutch).
Have you only passed your car theory?
Then you can’t ride a scooter yet. A theory result isn’t a licence, and for AM only the moped theory exam counts.
CBR fact, checked on 30 October 2026. For a moped, scooter or low-speed scooter (snorfiets) you need a moped licence (AM). You can take the AM theory exam from 15.5, and riding lessons and the practical exam from 16. At the moped practical exam, the examiner checks that you passed your moped theory exam. So you have two routes. You finish your B licence, and AM comes with it. Or you get AM on its own, with the moped theory exam and then the practical exam. How that exam works is in the Dutch scooter and moped theory exam.
Snorfiets or brommer: does it matter?
Not for the licence. You need AM for both, and with a B licence you already have it.
CBR fact, checked on 30 October 2026. A snorfiets (low-speed scooter) goes no faster than 25 km/h. You must be at least 16, have a moped licence (AM), have third-party (WA) insurance, wear an approved helmet and ride on the cycle path. A snorfiets has a blue number plate. A brommer or bromscooter goes no faster than 45 km/h and has a yellow number plate. On a brommer you wear an approved moped helmet and ride on the cycle/moped path or on the road, not on the cycle path. Amsterdam and Utrecht have different rules for the snorfiets. According to the Dutch government, a scooter can be a brommer, a snorfiets or a motorcycle. This article is about the snorfiets and the bromscooter.
